Qudorat Program

The Qudorat Program is an official registration initiative by the Abu Dhabi Public Health Center, introducing a new competency-based regulatory framework to formalize the registration of occupational safety and health (OSH) practitioners and service providers in the Emirate of Abu Dhabi.

The objective of the new competency-based regulatory framework under Qudorat is to ensure that OSH professionals operating in Abu Dhabi meet recognized professional requirements, supporting improved workplace safety and regulatory compliance across various sectors. Registration of practitioners and service providers under the Qudorat Program establishes a comprehensive mechanism for assessing, qualifying, and formally registering professionals operating in the field.

The new requirement of the program reflects Abu Dhabi’s ongoing efforts to strengthen workplace safety and ensure that regulatory systems evolve in line with emerging sector needs. The initiative aligns with the Abu Dhabi Occupational Safety and Health System Framework (OSH) and supports the emirate’s efforts to strengthen governance and oversight across the occupational safety and health sector.

Registration is conducted digitally via TAMM application, with applications reviewed and approved by ADPHC based on defined competency criteria.

WHO ARE REQUIRED TO REGISTER?


All individuals or professional entities who wish to engage in occupational safety and health activities whether by practicing or providing OSH services within the Emirate of Abu Dhabi are required to register.


Mandatory Registration for:

OSH Practitioner (General)
OSH Practitioner (Senior)
OSH Auditor

PROGRAM REGISTRATION & REQUIREMENTS

To register in the Qudorat Program, applicants must undergo a formal and impartial process to assess their qualifications, which includes a review of education, practical experience, level of resources, training, or a combination of these elements. This process aims to ensure that those registered to provide occupational safety and health services have met a benchmarked level of competency.

Applicants are required to be highly qualified and competent to ensure the delivery of high-quality and reliable occupational safety and health services, and to comply with the requirements of the Abu Dhabi Occupational Safety and Health System Framework (ADOSH-SF).

OSH General Practitioner

• Occupational safety and health qualification certificate equivalent to emirates qualification framework Level 4 or membership to a professional accreditation body at a specified level.

OSH Senior Practitioner

• Occupational safety and health qualification certificate equivalent to emirates qualification framework Level 7 or membership to a professional accreditation body at a specified level.

• Minimum 3 years experience delivering Occupational Safety and Health within an entity.

OSH Auditor

• Current registration at the grade of lead auditor with an international professional accreditation body e.g. IRCA.

REGISTRATION PROCESS

1 | Initial Registration through Online Portal

Platform linked to Tamm to reduce the need for individual uploads

Applicant will create a profile through the Qudorat platform

Each user will have a personal dashboard from which they can access all services

2 | Category Registration and Registration Fee Payment

Users can apply for individual categories they wish to register for

Complete the registration fee payment (The approved registration fee is AED 540.)

3 | Upload Required Documentation

Documentation will be limited to specific education certification

Documents will undergo internal review prior to next stage

4 | 2 Stage Internal Review (Approve – Reject)

Following completion, applicant will receive a digital registration card

5 | Annual Renewal

Requirements for renewal to be defined

Options include ongoing CPD or renewal examination at a defined timescale

The validity of the registration is one year from the date of issuance, or until a change takes place that will affect the grading. Upon expiry, please follow the renewal process requirements.
